Hello Internauts!
As you will see from this edition of the PCI Newsletter, there is a lot going on to attract attention to those of us looking to make the Internet more accessible and valuable to its existing and potential users. It is gratifying to note that so many of you are looking for ways to contribute to these goals and I hope that many of you will discover opportunities in these reports and will take the time to draw our attention to other opportunities you encounter. The PCI Puerto Rico team has wrapped up their work with RAND Corporation to identify actionable goals that can bring recovery and hope to the island ravaged by violent weather and hampered by economic weakness. PCI continues to become involved in opportunities to facilitate improved access to the Internet in Native American locales and this month's contents draw attention some steps marking progress.

I was given a recently published book, The Digital Ape<https://peoplecentered.us15.list-manage.com/track/click?u=8ce8952ae14edfa265edcadab&id=21bb7b6687&e=4cb134cc76>, by Sir Nigel Shadbolt and Roger Hampson, which I commend to your attention. The authors outline the modern, online universe in which many of us live and offer insights into ways to best take advantage of the tools and knowledge this world offers.

In early June, I was invited to chair a workshop on preserving the openness of the Internet while protecting its users from harm. A reference to that meeting is found here<https://peoplecentered.us15.list-manage.com/track/click?u=8ce8952ae14edfa265edcadab&id=11bae60308&e=4cb134cc76> and, in particular, the director of the Ditchley Foundation, James Arroyo, provides his summary here<https://peoplecentered.us15.list-manage.com/track/click?u=8ce8952ae14edfa265edcadab&id=0bc76198c1&e=4cb134cc76>. One of the key concepts emerging from this workshop is differential traceability or differential anonymity. Traceability is key to dealing with harmful behaviors, especially in international contexts but anonymity is also a valued feature of the use of many of the applications found on the Internet. As a metaphor, consider automobile license plates. They confer a sort of public anonymity but they can be bound to the car owners by way of databases maintained by the departments of motor vehicles. Law enforcement has the authority to obtain the mapping under the right circumstances. The speculation in this meeting was that such a feature might be needed in a future version of the Internet if we are going to respond to harms perpetrated by some users against others.

Wishing all of you a pleasant and productive summer!

Vint Cerf,
Chairman
People-Centered Internet

Remembering Manu Bhardwaj

It is with great sadness that we report that our friend and colleague, Manu Bhardwaj, passed away unexpectedly this month. For every human there is a simple, generic epitaph: born, lived and died. This is not what I will remember about Manu. It is the "between the book ends of life" that counts no matter how wide or narrow the bookcase. I did not know Manu long but I quickly came to appreciate his remarkable qualities. My wife called him the politest man she ever met and so he was. He was filled with passion and enthusiasm for his fellow human beings. He advocated for connectedness in the E. M. Forster sense. He had a subtle persuasiveness that made you not want to disappoint him. He drew you inexorably into his aspirations.

Whether you were the Secretary of State or a communications engineer or the co-inventor of the Internet, you were drawn to his call for action. MasterCard executives recognized this vital skill as they created the MasterCard Center for Inclusive Growth in which Manu was a key participant. As chairman of PCI and a great admirer of Manu's vision, I believe it is now up to us to assure that this vision and passion survives beyond Manu's too short time with us. Not only must we cherish his memory, but we must strive to make real his aspirations for a better world. One could not ask for a more fitting monument to his work than to complete it to the extent we are able to do so.

If he were here now I would thank him for all he has done and for lighting a path forward for those he has left behind. There is much more to tell about Manu's story and I hope we can convey some of that in subsequent issues. For the present, the PCI Team will do its best to follow in the direction that Manu so ably advocated.

Vint Cerf

Save The Date: December 10, 2018 Historic, Global Charity PCI Event
[https://gallery.mailchimp.com/8ce8952ae14edfa265edcadab/images/9c9ef2ea-8234-46d4-90cf-c85df4fb0624.jpg]
The People-Centered Internet is planning a historic, global charity event focused on the "The Future Of The Internet: Ensuring the Internet Benefits All vs. Only a Few" on December 10, 2018. Since the Internet is no longer solely seen as a force for good and an enable for improving humanity, PCI believes we have a historic opportunity to complete the unfinished aspirations of the Internet. The event includes starting the process to fund "People-Centered Internet Challenge Grants" to ensure that the Internet remains a force for good and a tool to combat evil. We must preserve to provide access to every human to the Internet while maintaining their human rights. We can demonstrate a better way forward for the Internet by empowering positive #ChangeAgents.

More details will be forthcoming on the event, for now we ask you to save the date of December 10, 2018. The event itself will represent the public launch of three major goals for PCI going forward:

* Raise significant funding for the PCI challenge grants by 2020
* Recruit both positive change advocates and #ChangeAgents to address the "unfinished work of the Internet"
* Bring the other 50% of the world onto a safe Internet

Should you be interested, here's what you can do to help with the December 10 2018 event and the Challenge Grants:

* Champion an unfinished aspiration for the Internet
* Choose a sponsorship level and join the program committee
* Identify positive #ChangeAgents to participate

Onwards and upwards together!

As a true positive #ChangeAgent, Dr. Somova Stout embodies all that the People-Centered Internet strives for as a coalition. Whereas most doctors treat one patient at a time, she has a far more ambitious aim, and that is to heal millions of people before they get even set a foot in the surgery, according to an article on his unique set of approaches, in a recent edition of U.S. News & World Development.
